Using LuxID from outside Luxembourg

Yes, you can use LuxID from outside Luxembourg

You do not need to live in Luxembourg, work in Luxembourg, or hold Luxembourgish nationality to have a LuxID Account. There is no residency requirement and no country restriction on creating an account.

What is Luxembourgish about LuxID is the organisations that use it. LuxID is a digital identity built for organisations based in Luxembourg, so the services you sign in to with it are Luxembourgish ones. The people signing in to those services can be anywhere. In practice most LuxID users are in Luxembourg and the neighbouring countries, and a good number are elsewhere in Europe and beyond - cross-border workers, people who have moved away, customers of a Luxembourgish service who live abroad.

What works the same wherever you are

These do not depend on your country:

Where limits do exist: adding a phone number

Adding a phone number to your LuxID Account is the one place where your country can make a difference. A phone number on LuxID must be a mobile number, and LuxID confirms it belongs to you by sending a one-time code to it. If that code cannot reach you, the number cannot be added.

Two things can get in the way.

Your country is not in the list

When you add a phone number, you choose your country from a list. Some countries are not in that list, and you will not be able to select them.

This is a deliberate anti-abuse measure. LuxID monitors where fraudulent sign-ups and abusive code requests come from, and countries that are a persistent source of abuse are removed from the list. The list is reviewed over time, so a country that is unavailable today may become available later, and the reverse is also true.

The code does not arrive

Even when your country is selectable, the message still has to get through your country's rules for application-sent messages. Every country regulates messages sent to mobile phones by an application rather than by a person (the industry calls this A2P messaging), and each one does it differently: some require the sender to be registered in advance, some restrict the sender name that may be displayed, some filter such messages by default.

LuxID has registered as a sender in the European countries that allow it. Concretely, that means:

  • Luxembourg and the neighbouring countries - delivery is actively verified.
  • The rest of the European Union - LuxID is registered where registration is possible and delivery is expected to work, though it is not verified country by country.
  • Outside Europe - not tested. Delivery may work, and in some countries it is known not to work at all.

If your one-time code does not arrive, first try the ordinary causes, which are far more common than a country problem: see Not receiving the SMS verification code. You can also ask for the code by voice call instead of SMS, which sometimes succeeds where a text message is filtered.

If neither works, do not keep retrying. A phone number is optional on LuxID, and there are better options for you below.

Securing your account without a phone number

If you cannot add a phone number, your account can still be fully protected. A phone number is only one of several 2-Step Verification methods, and it is not the strongest one. The two alternatives below work identically in every country, because neither sends anything over the mobile network:

  • An authenticator app. You install an app on your phone (or on your computer) that generates a fresh six-digit code every 30 seconds. Setting it up is a one-off scan of a QR code shown by LuxID, and after that the codes are generated on your device, offline. See 2-Step Verification.
  • A passkey. Your device unlocks your account with your fingerprint, your face, or your device PIN, and there is no code to receive at all. See Passkeys.
tip

Set up two methods rather than one. If you only ever configure a single way of proving it is you, losing it locks you out. See Avoid getting locked out.

Some partner services may still be limited to Luxembourg

Your LuxID Account working everywhere does not mean that every service behind it does. Each LuxID Partner decides who its own service is for, and some of them are offered only to people in Luxembourg. That restriction belongs to the partner, not to LuxID.

One way a partner can apply such a rule is by asking LuxID whether the phone number on your account is a Luxembourg number. Note what is and is not shared here: the partner does not receive your phone number. It receives the answer to a narrow question - yes or no, this account has a verified Luxembourg mobile number - and nothing more. You still see and approve that request on the consent screen. See What you share with apps and How your phone number is used.

If a partner service turns you away for this reason, your LuxID Account is not the problem and LuxID support cannot lift the restriction. Contact that service's own support team. See Fix issues with third-party connections.
